Elite Talent Hub is currently recruiting a permanent HR Manager on behalf of a prominent public sector client located in Cork (Southern Region). Reporting directly to the Strategic Workforce Planning & Recruitment Senior Manager, the HR Manager will be responsible for overseeing a small team to deliver a comprehensive range of HR services across the Southern Region. This role will involve managing key HR functions, including recruitment, workforce planning, employee relations, and compliance with employment regulations, ensuring alignment with the clients strategic goals and operational objectives.

Key Responsibilities:

  • HR Services: Develop and execute a comprehensive HR plan, ensuring a positive employee experience across the southern region. Collaborate with regional management to design and deliver recruitment and HR services aligned with business needs.
  • Resourcing & Recruitment: Manage resource planning, recruitment, and retention activities, ensuring compliance with legislation and best practices. Report on recruitment KPIs.
  • Employee Relations: Implement employee engagement strategies, provide HR expertise on policies, and manage employee relations. Liaise with unions, legal advisers, and manage dispute resolution.
  • Stakeholder Engagement: Build strategic relationships with internal and external stakeholders, manage training requirements, and support management in performance processes. Coach and mentor the regional HR team.
  • Other Duties: Perform additional HR-related tasks as needed.

Requirements:

  • HR Expertise: Significant HR experience, including 4+ years in a managerial/supervisory role, with a proven track record in delivering HR services that support business objectives.
  • Advisory Skills: Strong ability to provide HR advisory support to management and staff while handling complex HR matters with discretion.
  • Communication & Stakeholder Engagement: Excellent communication skills and experience building relationships with diverse stakeholders.
  • Recruitment & Resourcing: Experience in managing recruitment programs, including advertising, shortlisting, interviewing, and assessments.
  • Policy Implementation: Expertise in formulating and implementing HR policies, processes, and a solid understanding of employment legislation.
  • Project Management: Strong project management skills, handling multiple priorities with attention to detail and meeting deadlines.
  • Qualifications: 3rd level qualification in Business or HR, proficiency in MS Office/HR systems, and a full clean driving license with own transport
