Our client is one of the largest M&E Contractors in the Middle East and have an expanding pipeline of projects across UAE and Saudi Arabia. They are currently seeking an Mechanical Commissioning Engineer for a large-scale Industrial project in Riyadh Saudi Arabia.

Your role is to work on the commissioning process including the mechanical commissioning contractual deliverables and JEG QSP documentation.

Package on offer

Basic salary of 14,000 SAR per month + Allowances for Accommodation / Transportation / Insurance / Flights / Communication / Food / Others (If any)

Responsibilities

  • Review with the Design Team to ensure all engineering parameters, calculations, etc. are in line with project requirements and local and mandatory codes.
  • Prepare the Commissioning programme in conjunction with the Project Manager, Commissioning Manager, Project Controls Engineer, Client Consultants and Specialist contractors in line with the overall project delivery schedule.
  • Provide day-to-day links with client commissioning agent team.
  • Develops and maintains a comprehensive Project Commissioning Plan and Project specific system ITP’s, in keeping with the size and complexity as mutually agreed upon by the JEG organization SOP, the Project Manager and Commissioning Manager.
  • Assist in preparation of sub-contractor Commissioning Scope of Works documentation in coordination with the Project Manager, MEP Manager and Commissioning Manager to ensure all scope is captured including detailed attendances to mitigate risk of scope gaps in agreements.
  • Establish Project client consultant and overall commissioning deliverable requirements.
  • Day to day management of the Discipline Commissioning Engineers.
  • Ensure all commissioning issues are addressed in coordination with the discipline project engineers and site stakeholders.
  • Provide input to Project Change Management process via the QS and Project Manager
  • Provide input to the Risks and Opportunities Register.
  • Review / prepare commissioning studies as applicable and coordinate / review third-party commissioning studies as applicable.
  • Assist and coordination via Discipline Engineers of all subject specialist plant suppliers and specialist systems suppliers to ensure suitable interfaces are achieved e.g., specification design compliance (providing design input as required), correct supplies to equipment and third-party interface, BMS, etc.
  • Attend FAT’s as directed and prepare detailed FAT reports as per the project requirements.
  • Issue daily Notification of Energization (NoE) during power ON phase
  • Ensure the Calibration of ALL test equipment to be used is valid and in date.
  • Manage Lock Out Tag Out register and related control measures (Lock Box, Authorized Persons).
  • Coordinate with the site safety team to endure source of energy risks are covered in site awareness.
  • Coordinate safety watch requirements for Commissioning activities.
  • Coordinate room access control personnel for sign in, sign out registers and permit to work controls in Commissioning Areas. Assistance by Safety Team
  • Ensure adequate safety signage is installed by the HSE team, including live warning labelling and contact persons for Electrical and Mechanical plant.
  • Coordination with ALL vendors for documentation (RAMS, ITP’s, Red Line Drawings, L2 & L3 Start Up Scripts, SAT)
  • Plan Mobilization Dates and Resources for 3rd Party vendors and Commissioning Contractors in coordination with the Project Controls Lead.
  • Plan and Manage the Testing & Balancing Team activities.
  • Assist Design Team in developing the Equipment Tagging Register for Equipment Labelling (Traffolyte / SS)
  • Coordination of vendors/engineering for all inter connections between packages (HW & SW)
  • Liaise with the QA/QC Inspectors for progress updates during the installation process.
  • Liaise closely with the ELV Lead for BMS readiness, per package as per the commissioning program.
  • Manage the QA/QC snagging list and ensure follow up of closures with the Construction Managers, not to delay the commissioning schedule.
  • Prepare and distribute a Commissioning Issues Log independently to the Internal MEP snag list during the Commissioning Phase. (FAT  L2  L3  SAT  IST)
  • Manage closely the static testing of MV & LV power cabling, ensuring the installation adheres to approved drawings. Any “To/From” deviations to be escalated immediately.
  • Prepare and issue a weekly Commissioning Dashboard report in coordination with the Project Controls Lead.
  • Prepare and issue a 2-week static and pre-functional testing look ahead program in coordination with the Project Controls Lead - To be updated and issued on a weekly basis.
  • Manages and motivates the QA/QC and Cx teams, acts as a champion for all policies and procedures and leads by example particularly in the areas of work ethics, quality and health and safety.
  • Plan and arrange vendors to attend site for System Level and Integrated Testing Demonstrations
  • Leads and executes (Hands On) System Level Testing and IST / Uptime Demonstrations
  • Assist, verification and inspection of systems in line with approved submittals and design (assistance to QA/QC, Construction and Engineering via discipline leads)
  • Provide technical support in coordination with subordinate Discipline Commissioning Engineers to Construction Managers as required to ensure the installation meets the design, including regular site work front inspections with construction leads as required.
  • Study the project specifications in detail and be aware of the scope of work. Be able to identify variations and officially notify through the RFI process.
  • Chair weekly Commissioning meeting with Client Commissioning Team and vendors
  • Chair daily site Commissioning Meeting following Power On
  • Liaise with the commercial team in providing technical information and back-up on variations as applicable.
  • Provide commissioning input to MEP systems O&Ms to Code A status.
  • Coordination with the MEP Manager for client training requirements.
  • Escalate to the Project Manager and Commissioning Manager any commissioning issues arising that may affect project schedule or project execution plans.
  • Supervise, develop and mentor project staff.
  • Ensuring that the HSE requirements are observed in the execution of all engineering activities.
  • Provide regular input to the continuous improvement log (lessons learned), implementing changes where deficiencies are identified and corrective actions proposed.
  • Ensure awareness and compliance of the QSP’s which are located and maintained in the JEG Group Quality Library.

Experience & Qualifications

  • Time served apprenticeship an advantage.
  • Electrical, Mechanical, Instrumentation Engineer
  • 8 years work experience on construction projects.
  • Qualifications commensurate with position:
  • Role applicable degree from a reputed university / Trade Qualifications NVQ, etc.
  • Experience in Data Centre Projects .
  • Equipment category specific training
  • LOTO Experience Responsible Person (REP)
  • Competent in the use of PC applications (Microsoft Office suit or equivalent).
